• Institutional Performance Assessment — analysing the efficiency of municipalities and local councils and the quality of the services they deliver.
• Financial Transparency — analysing local budgets and the level of financial disclosure.
• Community Participation — promoting citizen participation in local decision-making and feedback mechanisms.
• Local Accountability — monitoring the performance of local councils and their responsiveness to citizens’ needs.
• Local Performance Indicators — developing tools to measure and benchmark the performance of municipalities and local councils.

Key Activities

Producing assessment reports, developing indicators, convening community hearings, analysing data, and disseminating findings.

Risk Analysis

Limited cooperation from local authorities, restricted access to information, and political and security-related challenges.
