The Arab World Democracy Observatory, in partnership with the Civil Society Organization and the Human Rights Committee, held an expanded consultation with representatives of the world's peoples (the Civil Justice Coalition). The consultations approved Draft Decree-Law No. ( ) scheduled for 2025, in addition to the election of local councils and early amendments to the law. We focused on the following key issues that could be identified:1. Legal status and timing2. Political and policy challenges3. Women's representation4. Holding elections in Gaza5. Funding election campaigns6. Selecting the head of the local authority7. The delicate issue and voting mechanism.
