The Arab World Democracy & Electoral Monitor (Al- Marsad) welcomes the developments outlined in the statement issued following the Palestinian factions' meeting in Cairo. It considers the achievements made during this important dialogue as an addition to the successes already realized in building national partnership through democratic mechanisms, and progressing in the electoral process that began after the president issued the presidential decree on elections, and the election commission set the timeline. The accomplishments of this dialogue provide momentum for the electoral process and put an end to the uncertainty that some had attempted to spread. Based on what has been achieved in the dialogue, the observatory calls for: Issuance of a presidential decree regarding the Election Cases Court with the commencement of voter registration. Issuance of a presidential decree amending the General Elections Law No. 1 of 2007 and its amendments, particularly concerning the reduction of candidacy age, the women’s quota, and resignation issues. Commitment to the agreed-upon points related to freedoms. Fortifying the agreement with legal mechanisms. Intensifying efforts with all societal groups and encouraging their participation in the electoral process, especially the youth segment. Agreement on and signing of a code of honor, and forming a leadership body from civil society institutions, factions, and parties to ensure adherence to the provisions of the code. Issuance of a presidential decree defining the percentage of Christian citizens on electoral lists.
